Sitting Judges Sidney Butcher & Ginina A. Jackson-Stevenson are running to maintain experience, integrity and impartiality to the Anne Arundel County Circuit Court bench.

Meet Your Sitting Judges
Before taking the bench, Judges Sidney Butcher & Ginina Jackson-Stevenson were examined by more than a dozen bar associations. They were interviewed and investigated by the Judicial Nominating Commission. They were selected by the Governor as among the most qualified attorneys in Maryland.
The Judicial Nominating Commission's job is to vet, screen, and nominate lawyers to fill judicial vacancies—ensuring only the most qualified attorneys serve on the bench.
Now, the Maryland Constitution requires them to stand before you, the voters, to confirm their continued service to Anne Arundel County.
Appointed to the Circuit Court by Governor Wes Moore in December 2025, Judge Butcher previously served as a District Court Judge—making him one of the few Maryland judges appointed by both Republican and Democratic governors. A former Assistant State's Attorney and Assistant Attorney General, he brings a decade of prosecutorial experience and leadership across local, state, and national bar associations.


Appointed to the Circuit Court in December 2023, Judge Jackson-Stevenson brings decades of legal experience and a deep commitment to Anne Arundel County. A former educator and attorney, she has been recognized with numerous awards for public service, including the George H. Phelps, Jr. Distinguished Public Service Award and the Martin Luther King, Jr. Drum Major Award.

Why This Election Is Different
Under Maryland law, anyone who is 30 years old, has lived in the state for five years, and is a member of the Maryland Bar can run for Circuit Court judge—whether or not they've ever tried a case, appeared before a judge, or have any courtroom experience at all.
Sitting judges are different. Judges Butcher & Jackson-Stevenson have already been thoroughly examined by bar associations, investigated by the Judicial Nominating Commission, and appointed by the Governor because they met the constitutional standard: "most distinguished for integrity, wisdom, and sound legal knowledge."
